B.V. Subba Rao is a veteran environmental expert with over four decades of pioneering work in lake conservation, water resource management, and climate-sensitive development. A geologist by training, he began his career with the Central Ground Water Board before moving into independent practice, working across India’s diverse landscapes—from semi-arid regions to the cold deserts of Leh.
His core strength lies in blending community knowledge with scientific approaches to solve complex environmental challenges, especially in urban lake restoration, urban flooding, and water systems planning. He has collaborated extensively with government bodies, NGOs, academic institutions, and international development agencies.
A recipient of the 2019 Lifetime Achievement Award from the Landscape Industries Association of India, Subba Rao has contributed to European Commission–funded irrigation restoration, CAG sustainability audits, and water policy development for African governments. He has represented India at major global platforms, including the Earth Summit (Rio 1992) and the UN Commission on Sustainable Development.
A passionate researcher and mentor, he has supported international student programs and co-authored India’s first vernacular environmental status report. Trained in global frameworks such as Climate Reality (Al Gore Foundation) and Environmental Conflict Resolution, he continues to be a strong voice in climate action.

Dr. K. J. Ramesh, former Director General of Meteorology, India Meteorological Department, and Permanent Representative of India to the World Meteorological Organization (2017–19). With an illustrious career spanning over four decades in weather forecasting, monsoon dynamics, climate risk assessment, and disaster mitigation, Dr. Ramesh has been at the forefront of advancing India’s scientific capacity for multi-hazard early warning and climate resilience. Currently serving as Senior Adviser at RIMES (Asian Institute of Technology, Bangkok) and Adjunct Professor at the National Institute of Advanced Studies, Bengaluru, Dr. Ramesh continues to lead regional collaborations that bridge science, policy, and community action.
